[THIN] Patches affecting XP fr3 sp4

Quick question
Have been rolling out the patches this week, and our users are not
reading ini files from c: documents and setings\%username%\windows any
more looks like they are all looking in c:\winnt\ for the ini file as
there are some usres with customised user ini files didn't notice as
soon as we should have.
Has anyone seen this ?
