Up to that point, it was extremely well developed and efficient. You can go either way in terms of running an X Server on PS for Windows, however, the ICA protocol is much lighter and faster. So I would generally recommend using PS for UNIX in that case. There is no additional licensing cost which is a plus compared to adding an additional emulator.
