[THIN] PS4 Console on PS3 box Error policymgr.jar

We are just about to update our ps3 zdc to sp2005.04.
I want to install the new console on another citrix server with ps3.
I installed it but when I open the console I get"
An unknown error occurred while loading "policymgr.jar". Its features
will not be available during this session. Error code 44c
I have tried reinstalling the console and renaming the file no luck.
Sun Java2RunTime 1.4.2_07 installed
Any ideas
