yep, summary database on anything...
 
needs either MS SQL 7 or 2000 (think they might now allowed latest SQL
release)
or
oracle 8i/9i

Just want to verify this... 

If no SQL or ORACLE DB is available then you are SOL on the summary
database? PS 4.0 on W2K3, ENT
