Did you configure WI and CSG to access the STA on port 8080?
Another option is to follow these instructions so you can get STA to work
through IIS:

Has anyone gotten the built in STA function to work with WI/CSG or WI/CAG when
IIS is installed on the Box and the XML
service is running on port 8080? If so, what configuration changes have to be
