Figured this one out. Not documented for the agent AT ALL.
Add these to the \inetpub\wwwroot\Citrix\PNAgent\template.ica file
under the [WFClient] section
PersistentCacheEnabled=On
PersistentCacheSize=42935633
PersistentCacheMinBitmap=8192
PersistentCachePath=%USERPROFILE%\Application Data\ICAClient\Cache

Does anyone have the syntax for enabling this by default? Would it be
in the template.ica file?
