We had this exact same issue, sometimes they would appear, then they
wouldn't.
Implemented the below kix script at logon which resolved it. This runs
every time the user runs outlook.

Hey All,
Just wondering if anyone else is having this problem, ive got a number of
users reporting that outlook reminders just don't appear for them under
Citrix, this is a problem they never had before the migration to citrix. We
have tried the "Outlook /CleanReminders" to no avail.
Any suggestions/ideas???
