I just completed a change control to fix this exact issue....There is an Office 
post SP2 patch available...Here is the CTX Article:

OutLook 2002: Reminders May Not Appear As Expected If You Are Using Terminal 
Services or Have Adjusted the Security in the Registry

Reminders may not fire reliably in one of the following scenarios: 

â?¢ In environments that use multiple Windows Terminal Server computers that 
are 
clustered with Network Load Balancing, 

or

â?¢ In environments that were not Windows Terminal Server and the servers were 
connected using a Network Load Balancing method that was not Windows Network 
Load Balancing, 

or

â?¢ When the First-Run registry key that is stored in the HKLM is not permitted 
to be updated by the user signing on to that computer.
