It will keep them from being generated when a new user logs in. I also noticed that removing IE icon also removed the "Show Desktop" icon. I added the show desktop icon back by placing it in the Documents and Settings\Default User\Application Data\Microsoft\Internet Explorer\Quick Launch\ folder.
