[THIN] Outlook 2003 Stationary

I'm trying to setup Outlook 2003 to not install stationary and restrict
the user from being able to install stationary. I found that using a
custom Transform (MST) when deploying Office 2003 that Outlook still has
Stationary and default stationary even though I disabled it within the
MST. How do I keep stationary from being installed?
