Folder List: click on View-->Folder List

Outlook Bar: click on the Outlook Shortcuts, or whatever your Outlook Bar(s)
are called, and then click Hide Outlook Bar.

Does anyone know a way of forcing outlook to open up with the Folder list
view on and the irritating outlook bar off ?

The switch /Folder gets rid of the Outlook bar but turns the Folder list
off.
