[THIN] Outlook 2002 issue

For some reason the Mail Format->Message Format is grayout (disabled) for users.
 
Meaning users are unable to set eg their Message Format (eg HTML) and if they
want to use Word as their mail-editor.
 
I know you can set the format using the EditorPreference reg key.
 
But what is the key to enable/disable these options ?
