I think it's likely the browse in the same process thing, rather than
something restrictive - either that, or you could probably force it with
the type of html link followed.

        Could this be due to Policies in place that keep IE from Opening
multiple Windows?  
         
        I have that configured here too keep pop-ups off my Citrix
servers.  It does cause this issue.

        I think this article is referencing a different problem.  I'm
having the same issue, and I'm not sure what brought it on.  I'm still
on Win2k SP2, and MF FR2.  I haven't done any updates, but for some
reason I have this same problem.  No error messages or anything like
that.  If there is an IE window open, a 2nd window will not open from
clicking a link in Outlook.  If IE isn't open, everything works fine.

        I heard there was a reghack for this but I cannot find any
documentation of it.
         
        When I have an IE window open and click a hyperlink in my
Outlook, it will not launch a second IE Window. I have to close the
original to be able to open the new window, or cut and paste into my
browser. This hasn't been an issue, until just recently I had a customer
complain to me about it.
         
        Does anyone know about this?
