first let see if the owa likes me today......
 
through policies you can hide network neighborhood, common dialog bar, local
server drives etc. 
The project I'm currently working on is not to locked down but the users can
only navigate to the drives mapped in the script and that's it. no way they
can scroll around.
 
Have you thought about hiding directories, to make it at least less obvious
for the user???
look at the policy and be sure to disable context menus.
