are you installing from the console or remotely? try it at the console as
the lcoal admin.

Subject: [THIN] Office Web Components
We are trying to install Office XP Web Components on Terminal Server and
Citrix. (MetaframeXP FR2).
After doing a change user /install, the installation bombs out with an error
saying:
Product: Microsoft Office XP Web Components -- Error 1327. Invalid Drive:
M:\
Anyone gotten these to work or seen this error before? We have also tried to
install the software via Add/Remove Programs.
