[THIN] Office 2003 apps opening in Safe Mode

We have a TS 2003 server that has been running for a couple of months.
All of a sudden, users are complaining that all the office applications
are giving them warnings that are opening in Safe Mode.  I've done some
reg hacks I've found, but the problem keeps coming back.  Has anyone
seen this before?
