Log in as Administrator. Do a change user /install from a command
prompt. Exit out of the language bar.
Do a change user /execute from the command prompt.

Is there a recommended way to deal with this in one shot for all
usrs? Registry, GPO, modify installed components, etc? We don't need
the language bar or it's features at all.
