[THIN] Office 2003 Custom Dictionaries

A user is trying to add to the custom dictionary in Outlook 2003. The
ADD button is grayed out, and so is the edit button under options. The
custom.dic file, by default, sits in \application data\microsoft\proof
under the users profile, so it shouldn't be a permission issue. It
seems more like a possible install time setting that has disabled the
option? Any ideas?
