Yes they are able to ping and they were able to telnet to my exchange
server. Weird part is that they don't have any problem sending email to
other people and I don't have problem receiving email from other senders
(as far as I know).

Can they ping your Exchange Server? Telnet to it? Sounds like
their problem, have them adjust their max connection time.

Just wondering if anyone can shed some light to this mystery of
mine. My exchange 2K server seems to be running fine but one of our
vendor can not get through. Everytime they send an email to us, they
get "Recipient's server exceeded time for connection". It seems to be
blocking their domain name but I can't find the block anywhere in my
system including firewall. Any idea?

        Thanks for any input
