Domain
Ou
Local


But then you have no override, block inheritance

The DC policy is specific to DC's only so this probably doesn't even come
into play for what you are looking for.  Unless you have objects besides
dc's in there.

takes precedent? Local Policy, Domain Security Policy or Domain Controller
Security Policy?
