[THIN] OT Windows 2000 Pop up messages when logging on

Hi All,
I have just installed 2 Win2k boxes, one a DC, both with terminal services.
Both
with SP3. When any user logs on they get a message from "Windows 2000
Setup" stating that they should "Go to control pannel to install and configure
their
server" I have had a look at disabling the alter and messenger service and
searched the resistry, but cant find the message. I have also changed most
options in control pannel but to no avail. if anyone has had this before or
has any
ide of where to go I would be very appreciatve.
