I see the same thing here.  It's my understanding that it's a limitation
of running Scanmail on the Exchange server and I have not been able to
get rid of it either.  The Viruswall product avoids this issue.

Wwere running the test version of the EManager that plugs into the
viruswall product.  We then purchased the EManager product with the
ScanMail for exchange application. We have everything configured and
running, but now when a message is blocked, we still get the email, but
the body is deleted and the following message inserted.
 
"The original message content contained a virus or was blocked due to
blocking rules and has been removed."
 
I have all notifications turned off but yet this comes into the mailbox
when the message is suppose to be blocked.  Any ideas on why this is
happening.  I have sent email to Trends support staff but have heard
nothing from them.
