[THIN] OT: SOA's and SOE's

Hi All
I was wondering if any of the UK people knew of an equivalent for
Standing Offer Arrangements and Standard Operating Environments in the
UK?
We have them in Australia and they are quite widely used with excellent
results for support and costs savings. Also helps restrict business
units from going out and buying their own gear and expecting IT to make
it work. Searching google reveals heaps of Australian websites and I
could only see University of Dundee in the UK doing something similar.
I am trying to push for it and would appreciate if any UK people have
come across something similar or actually use the SOA/SOE ideology.
