The easiest way to do it, IMO, is to just do it through outlook and
modify the permission through there.

I am trying to create public folders on an Exchange 2000 server and it
won't work.  I go into system manager and go down to the folders
section. I right click on public folders and create new - public folders
and nothing happens. 
 
Am I doing something wrong?  What is the deal with this?
