Better than managing unwieldy PST files, get rid of them altogether.
We use GFI Mail Archiver at my company. It not only eliminates the
need for PST files it also has the nice benefit of becoming your mail
compliance software (it journals every mail to/from user mailbox to a
SQL database). We converted several hundred pst files into this
product and it works great.  Users go to a web page to search their
mail archives and optionally restore any items back to their mailbox.
