Here is our acceptable use policy:

Acceptable Use Policies



9.1      General Use



9.1.1   Use of the CCPL?s computer and network resources by the staff of the
CCPL shall be primarily for business-related purposes.  Staff shall conduct
themselves professionally and appropriately in accordance with generally
accepted network etiquette and shall not engage in any behavior which
violates library use policies, or rules and discipline in the CCPL personnel
policy.  Cuyahoga County Public Library's computer and network resources may
not be used to gain or attempt to gain unauthorized access to remote
computers



9.1.2   Staff may only use computer ID?s assigned by the Information
Technology Division unless multiple accesses has been authorized for the ID
by the Information Technology Division. Attempting to obtain a password for
another computer / user ID is forbidden. Attempting to disguise the identity
of an account or machine is forbidden.



9.1.3   Staff must not deliberately perform any act, which will seriously
impact the operation of terminals, computers, peripherals, or networks. This
includes, but is not limited to, tampering with network components,
interfering with the operational readiness of a computer, or performing
actions which are deliberately wasteful of computing resources or monopolize
resources to the exclusion of others.  This includes, but is not limited to
sending mass mailings or chain letters, creating unnecessary output,
multiple jobs or processes, or creating unnecessary network traffic.



9.1.4   Staff and public users must not attempt to circumvent any data
protection or security measures, or attempt to uncover security loopholes.



9.1.5   Staff must not attempt to monitor another's data communication, nor
read, copy, change, or delete another user's files, data, or software,
without permission of the owner.  Cuyahoga County Public Library retains the
right to monitor and review system use if it has reasonable grounds to do
so, for security purposes, suspected policy violations, or as required by
law. Such monitoring may be used in disciplinary actions.  Library employees
have no interest, expectation or right of privacy in any transmission or
communications to or from the CCPL equipment or network.



9.1.6   The following type of information or software cannot be placed on
any Cuyahoga County Public Library owned computer system:
tthat which infringes upon the rights of another person;
tthat which is in violation of the CCPL Personnel Policy and Procedure
manual;
tthat which violates ?Library Rules and Discipline? in CCPL Personnel Policy
tadvertisements for commercial enterprises unless authorized by the Library.



9.1.7   Harassing others by sending or posting threatening, discriminatory,
annoying, libelous, or sexually, racially, or religiously offensive material
is prohibited.



9.1.8       Staff must abide by the terms of all software licensing
agreements and copyright laws.



9.1.9       The following statement applies to all CCPL systems: ?THIS
SYSTEM IS FOR USE OF AUTHORIZED PERSONS AND ACTIVITIES ONLY!  Activities may
be subject to monitoring, recording and periodic audits.  The system and all
contents are the property of the Cuyahoga County Public Library and are not
considered private.  The organization may access and review, and monitor -
any user?s computer accounts or communications.  Anyone using this system
expressly consents to the above, and to all CCPL Policies and Rules
regarding computer and Internet use and security.?


9.2            Email



9.2.1   All employees are to use electronic mail as they would any other
type of official Cuyahoga County Public Library communications tool.



9.2.2   No communications via email should be unlawful, be perceived to be a
conflict of interest to the system, or contain information confidential to
the system.



9.2.3   Confidential or company proprietary information should be labeled as
such and only be sent by email to appropriate email addresses.



Email Rules for Staff Use Procedure:

(Infraction of these rules will result in discipline as applied in Library
Rules & Discipline ? Appendix I ? Cuyahoga County Public Library Personnel
Policy & Procedures Manual.)



The Library will assign an individual email address to each
Managerial/Confidential and bargaining unit employee. Email may be used by
employees only in accordance with procedures as established by the Library.



Use of electronic mail services for purposes constituting clear conflict of
Cuyahoga County Public Library interests or in violation of Cuyahoga County
Public Library information security policies is expressly prohibited, as is
excessive personal use of email.  Use which is offensive, disruptive,
defamatory, obscene, sexually explicit, threatening, harassing, intimidating
or discriminatory to any employee or other person is prohibited.



Use of Cuyahoga County Public Library email to participate in chain letters
is not permitted.



Use of Cuyahoga County Public Library email to engage in secondary
employment is not permitted.



Only authorized email software may be used.



Employees may not use anonymous re-mailers (intended to conceal sender?s
identity) for any purposes.



All electronic messages created and stored on Cuyahoga County Public Library
computers or networks are the property of Cuyahoga County Public Library and
are not considered private or confidential.  Employees have no interest,
expectation or right of privacy in any transmissions or communications.



Users must not share individual email passwords or accounts. Exceptions to
this are Division Directors with their secretaries or Regional Area
Administrators with their Administrative Assistants.



Employees may not set CCPL email accounts so that email sent to a CCPL
address is automatically forwarded or stored on a server or computer that is
not owned by CCPL and designated for CCPL email.



Internal CCPL mail (email from one CCPL staff to other(s) within CCPL,
related to CCPL business) should be sent only via CCPL mail accounts, not
personal, third party internet provider, or private accounts. Mail to
external addresses related to CCPL business should also be sent via CCPL
mail accounts.



By utilizing the email system, employees consent to the CCPL?s right,
without prior notice, to access, monitor and read any email file or mailbox,
including, without limitations, those files that have been deleted or stored
on floppy discs or hard drives if it has reasonable grounds to do so.  The
contents of electronic mail will not be accessed or disclosed other than for
security purposes, policy violations, disciplinary action,  or as required
by law. Email messages may be retrieved by Cuyahoga County Public Library
even though they have been deleted by the sender and reader. Such messages
may be used in disciplinary actions.



If Cuyahoga County Public Library provides access to electronic mail to
external users such as consultants, temporary employees or partners, those
users must read and sign the email policy statement.



Directories of employee email addresses will not be made available for
public access.  Employees found to be deliberately misusing email will be
disciplined appropriately.



Email pertaining to the function and operation of the library may be
considered public record and must be retained and deleted according to any
record retention policy in affect.



Email Rules for Patron Use


Cuyahoga County Public Library will not provide private email accounts for
customers. It is permissible for customers to choose to use free web-based
email sites from our PCs/terminals. Patrons can locate free email using a
search engine such as Yahoo. Cuyahoga County Public Library does provide the
capability of e mailing information from public workstations via
generic/guest accounts.






9.3            Confidentiality



9.3.1   Each user is accountable for ensuring the confidentiality and
integrity of information accessed, maintained and disseminated consistent
with Cuyahoga County Public Library policies and procedures.



9.4            Public Internet Use



9.4.1   Individuals are expected to use the Internet in a responsible
manner.



9.4.2   Users are responsible for choosing which resources to access.



9.4.3   It is the policy of Cuyahoga County Public Library that the full
responsibility for the use of materials and resources by a minor under the
age of 18 rests with his or her parents or legal guardian.



9.4.4   The Library reserves the right to deny access to a minor not
accompanied by a parent or legal guardian when the minor is found to be
inappropriately using the graphical Internet.



9.4.5   Minors may have access to text-only Internet if available.



9.4.6   Users may not use any Library terminal for illegal purposes.

Materials obtained or copied on the Internet may be subject to copyright
laws, which govern the making of reproductions of copyrighted works.  The
user is solely responsible for any criminal or civil liability arising from
the user?s violation of copyright laws.



9.4.7   Users may not alter, damage, abuse of sabotage computer equipment or
software, change configurations, or install any software.  Users may not use
CCPL computer equipment or software to illegally infiltrate into any other
computer system.



9.4.8   Since the Internet is an unregulated resource, information obtained
through it may be inaccurate, incomplete, outdated, biased, inappropriate or
offensive. Individuals use it at their own risk.



9.4.9   Any minor not accompanied by a parent or guardian will need a
parental approved Graphical Internet Access Pass to use the Internet with
graphical images. Even with a parental permission form on file, the Library
reserves the right to deny access to a minor not accompanied by a parent or
legal guardian when the minor is found to be inappropriately using the
graphical Internet. Cuyahoga County Public Library does not permit
downloading of programs and games, nor does the Library maintain email
accounts for Internet users. Individuals are expected to use the Internet in
a responsible manner. Some restrictions are outlined below; Users may not
alter, damage, abuse or sabotage computer equipment or software; change
configurations, or install any software. Users may not use any Library
terminal for illegal purposes. Users may not violate licensing agreements or
copyright laws. Users may not use Library terminals for viewing sites that
are inappropriate in a public setting or that create a disturbance. Users
may be subject to time limits at Library workstations if others are waiting.

Public Internet Procedures:



Any minor not accompanied by a parent or guardian will need a parental

Users are limited to 30 minutes at a Library terminal, including printing,
when others are waiting.



Users are not permitted to download programs and games, nor does the Library
maintain email accounts for Internet users.



Users may be asked to cease using terminals if viewing sites or printing
materials that are considered by the CCPL to be inappropriate in a public
setting or that create a disturbance.




9.5            Personal Use



9.5.1   Cuyahoga County Public Library computer and network resources may
not be used for personal profit or gain.



9.5.2   Excessive personal use of Cuyahoga County Public Library computer
and network resource by library employees during working hours, as
determined by the appropriate supervisor/manager, is prohibited and is
subject to disciplinary action.

Sorry for the OT - Can someone point me in the right direction to lock down
a networked XP PC to IE only use in a private, not-for-profit library?

Also, Acceptable Use policies for such a machine would be helpful.
