There are lots of information and links on how to lock down a public
workstation.
We use NetX (http://www.netxinc.com) Thin Clients run on XP embedded at our
library. 

The problem with using the browser as the shell is that you lose the ability
to run a lot of the plugins needed.
There is a good program on the Teamsoftware site that will keep the browser
from being closed and start it up again if it is.
