The EXCEL9 or EXCEL10 or later ADM file can do that easily what means
for sure you can find the registry keys to do it and come up with some
VBS scripts.

Kiosk is ok (full screen etc) I like using the following little VBS in
addition to some IEAK policies
Set objIE =3D3D WScript.CreateObject("InternetExplorer.Application")
objIE.Menubar =3D3D FALSE
objIE.Statusbar =3D3D FALSE
objIE.Toolbar =3D3D True
ObjIE.Navigate("http://www.google.com";)
objIE.Visible =3D3D True
Change your Navigate property to whatever URL. I use this a lot when
publishing an IE web page from Citrix but have also used it client side.
