It might have just been me but I always find that ISA interface
confusing. Although I've only used the 2000 version...maybe it is better
now.

2000 I think. It came with SBS 2003. I think I figured it out although
it isn't being very nice. I have to add users to the Internet Users
group. Force out the GP to push the proxy. I think my problem was I
was trying to overwrite a GP that was pushing to the old proxy. I just
created a new OU with a new GP in it, pushed to the new ISA and
everything was A OK.
