[THIN] OT: ISA Server

I just got ISA server up and running but the only person who can use the Proxy 
is the administrator.  Obviously this is a permissions issue but I can't see 
where in ISA Managment I add a group of users to allow proxy usage.  Anyone 
have any experience in this?
