This page seems pretty clear, the changes made for 2007 remain in effect
until they are over-ridden, the 2nd Sunday in March and the 2nd Sunday in
November are the change dates going forward in the US.

I can't seem to find a straight answer. Are US users going to have to apply
new Daylight Savings patches for 2008 or do the 2007 patches cover 2008 as
well? Does anyone have a link that clearly spells this out?
