Yes.  This is true.  You still need the Exchange 2000 System Manager tools
to be installed.  I wouldn't imagine any native support until Blackcomb.

Also, this is the first code I have ever seen from Microsoft or anyone out
there on how to create a mailbox for an existing user.  I have always known
how to create a user and their mailbox at the same time.  But never for an
existing user.
