yes if the some of the contacts are stored locally instead of on the
exchange server or if there are muliple sub directories of contacts (usually
done for organization purposes)

Has any one experienced delegates only being able to partially view the
other users contacts? It's happened at 2 separate domains, both using W2k
SP3 XPFR2 with Exchange Server 2000, with Outlook 2000 client.
