Just as a matter of interest ,

Have u tried opening poledit, open registry , select local computer,select
Network, Select System Policies update
What values have you got for remote update ?

Also as a test , create a scripts dir ie c:\scripts on your TS server,
Open poledit , open registry, local computer , select Network, Select System
Policies update,Change the policy to point to manual and point
c:\script\ntconfig.pol.
Save then save.
Create a quick policy for group and save as ntconfig.pol.
Log in as a member of that group and see if the policy setting is applied.
Does that work ?
