Actually that is incorrect.

Unless you set the PSRequired reg value to 1 it will not read from the
data store it will read all of the info (with the exception of users)
from the LHC.  When you hit the refresh button the cmc(or select the
server) will then read the user info from the data store.
Users that log on or log off are recorded in the Data store when the
logon or log off event happens.

As far as writing the info from the LHC to the data store.  The LHC is a
subset of info from the data store that gets updated during the normal
interval or whne the IMA service on that server receive a consistency
check message.  
I do not believe there is a way to write the info from the LHC to the
data store and I believe this is by design

Yes. 

I think the issue is related to the LHC or the data store (MSSQL). The
first time the IMA service starts, it reads the database for users and
displays that users in the CMC (forever, until the service restarts).
Users that logon or off while the IMA service is running or not
registered in the Users Tab. 

This brings up a few questions:

Are the changes registered in the LHC and written to the database when
IMA starts (or stops)? 

How can you force the LHC to be written to the data store?
