[THIN] No Farm Administrators

here's a fun one I hope someone has seen before. XA 5 Rollup 05 on Windows
2003 x64.
In the AMC i have no administrators listed. When I choose Add->New
Administrator, I get an error window that reads "Could not create
administrator".
I am running the latest AMC and tried form other servers in the farm and get
the same error. I can still perform admin tasks just fine. no issues
there.
any thoughts greatly appreciated.
