Are any of the users running on Windows NT clients? If you haven't already, take a look at the event log on the terminal server to see if there is a problem with the client license? If the terminal server can't issue a license it won't even display the login screen which could account for why nothing appears to be happening. The license problem could easily affect some workstations and not others.
