Check their IE under Tools/Options/Advanced  Untick the box that says do not
save encrypted pages to disk under the security section.

Your version of IE might also be the culprit.  Update your clients to
IE6 SP1 with all the security rollups and try again.

Are any of the users running on Windows NT clients?  Switching them to
Power Users may be a key.

Maybe this helps to pin-point the problem: right click on the
application to launch and choose "open link in new window". If there is
an error message, it will show.
