Try setting Temporary Internet Files to 50 MB.

Is this a problem for 1 user or all?

Are any of the users running on Windows NT clients? Switching them to
Power Users may be a key.

If you haven't already, take a look at the event log on the terminal
server to see if there is a problem with the client license? If the
terminal server can't issue a license it won't even display the login
screen which could account for why nothing appears to be happening. The
license problem could easily affect some workstations and not others.

Maybe this helps to pin-point the problem: right click on the
application to launch and choose "open link in new window". If there is
an error message, it will show.
