These ICA client troubleshooting steps have proven helpful for me in the
past:

-User must have local permissions such as power user to install ica32t
client.

-When using NFuse with CSG, IE cannot be set to "Do Not Save Encrypted Files
to Disk".

-Cookies cannot be blocked from NFuse site.

-Clear Temp Internet Files when Launch.ica can't be downloaded.

-If using IE 5.x or 6.x must have latest ICA Client to resolve Launch.ica
issues. 

- A more recent Web ICA Client may be required if the customer had
previously used Citrix and already has a client installed

-Check user clock time and date, too far off and you'll have problems.

-delete the npican.dll

- Try deleting..

HKEY_LOCAL_Machine\Software\Microsoft\InternetExplorer\Plugins\Extension\.ic

-TSE licensing, sometimes you need to delete the following registry key:

hkey LM

Software

Microsoft

MSLicensing

delete the mslicensing key and all beneath it.

Problem:
Network or dialup problems are preventing communication with the Citrix
server.  An attempt to automatically restore the connection will begin after
a delay to let the network recover.  If the problem persists, please contact

Theory?
I remember a similar issue with Metaframe 1.8 that required SP3 installed.
I'm wondering if this problem has been caused by Citrix SP3 pack for XPE?
