Maybe a long shot but try removing it from your zone to a new one and
then move it back... I've seen this solve weird problems.  It is just a
shot in the dark...

You've tried recreating the LHC for grins?  Could also try a repair.....

I've seen Bizarre intermittent problems with .NET Framework 2.0 too.
Microsoft says it is compatible with 1.1 but there are obviously some
issues.  It's all good though.  This is why all of us have jobs.  :)  I
remind my customers this on a regular basis.

        Out of nowhere, IMA fails.

         

        This is crazy, farm was fine for nearly a year.  I think I have
.net 2.0 off all servers.  Some are having C++ Runtime errors?? 

         

        Just checked one of them, no .net 2.0.

        I think it may have been a factor in my recent server farm
failures...IMS kept stopping randomly on random servers. 

         

        Uninstalling on all servers now.
