No you cannot.  You can only specify the extension, and that would
apply globally for what ever site you are running.

I am building a new NFUSE 1.7 server.  I installed IISLOCK and
URLSCAN.  Now the user can't download the ICA client when the login
page says he needs it. Traced the problem to URLSCAN.  Can I
configure URLSCAN to allow us to download ICA32T.EXE but not other
EXEs ?
