I'm not only talking about the Microsoft software that is per seat. There
are exceptions, but nearly every PC application I have run across, is
licensed in this manner.

Still per seat. Obviously this is a touchy thing. MS is unable to keep
up with the times when it comes to licenses. They want to shift to this
whole new way of delivering apps (of course been 4 years now) and still
cant get the licensing right. Internally they even disagree on what it
means most times.

The per user mode is nice, but, what about the per seat for the other
desktop software that is on the server?

Right now here is what MS's stance is (and it has changed 3 times in the
last 6 months)
Any 2000 pro workstations will require a purchased TS cal for Windows
2003 server. Any XP pro workstations that Enterprise customers have
purchased before the date that 2003 Server goes public will have a 2003
TSCAL. Any XP pro machines/licenses bought after that date will have to
purchase a 2003 TS CAL.
The thing about the ones bought before the gold date confuses my some.
Its like it makes two classes of XP pro, but is really just a way to get
more money and doesn't make sense.=3D20
MY GUESS. They will "finalize" their licensing and EVERYONE no matter
what OS will have to purchase a per device CAL>
I personally see a lot of companies going to the named user license
model if MS decides to keep it as it is in RC2

Have you seen what I posted earlier? Do you know this to be true or not?
I would assume this is going to tick a lot of our customers off:
Our instructor in a 2003 Server class earlier this week said that 2000,
XP and beyond will not have a "free" built-in TS CAL for 2003. It does
for 2000, but will not for 2003. As of right now, they don't plan to.
