See CTX564283 and MS Q323597 -- These might help you.  Did you change your MS
Terminal Server License server?  Check the name of the default license server
on your Citrix servers.

        I have a Win2k SP2 server with MetaFrame 1.8 SP2. Everyone can
connect through
        RDP Term Server client but not ICA (any version). The System Event
Log gives a
        1004 - The terminal server cannot issue a client license. Looking
through TheThin.net
        archives this looks like Microsoft licensing. But, TSE works just
not Citrix.

        Any ideas. This server is dead in the water right now!
