When I say it can't be done I mean the publish apps and some of the features
won't work right. You can install citrix in admin mode its just breaking
all sorts of licensing laws..... not the best thing for a company to be
doing...

Fine Matt. It doesn't work, I'm at a facility where it does work.
The clients use 98 and an ICA connection to connect to published apps.
The server was installed in remote admin mode.
There is no terminal server licensing server in the domain.
It is a single domain with no other sites or WAN locations.
The servers are Windows 2000 with TS installed and Metaframe 1.8
60+ users use published apps every day.
This environment has been in place for 9 months.
