Short answer no.  You can if you want to.  If you upgrade TS servers to 203
at a later time, there will need to be a licensing server on a 2003 machine.

Hi gang, 

We will be migrating our W2K Server Citrix MetaFrame XPe FR3 farm to a W2K3
Active Directory structure.  Currently our TS license server is on one of
our W2K Terminal Servers in our farm.  

When we migrate our farm to it's own Citrix Server Farm OU and we are not
upgrading out W2K TS servers to W2K3, do we need to move the TS License
server to either a W2K3 Domain Controller or a W2k3 TS server?
