I am not sure of a program that will pull only the licensing information.  
You should be able to use the dsmaint command to migrate from Access to SQL.

  It will take the licenses with it since it is used for migrating the 
entire data store.  You can also use dsmaint to make a backup of the data 
store in case you run into issues.
