For each group you do not wish to have a policy applied, you need to set
the Apply Group Policy (Security Tab) to Deny.  You will need to perform
a gpupdate once the DCs have replicated your change.

If you have a policy with loopback processing enabled on  an OU with
Terminal servers in it then all users inherit the computer settings.
What if you do not want the admins to inherit this policy? I've tried
setting the security for the GPO to deny as well as uncheck the apply
group policy for the domain admins but to no avail. This is a 2K domain.
