Yep - but, you need to have another rule in the LB, you can't have a evaluator with an IP address rule - you need to have something else in there as well (e.g. server user load) That said - you won't 'deny' the application - it would still appear in a list. What should happen is that when the user attempts to launch the application, and they were in an ip address range outside of the allowed ranges, they'd get a 'server too busy' message.
