have you checked the load via the cmd line to see what it reports?

Trying that now.

Default being used for load balancing of both the servers as well as the
applications affected.

have you switched back to the default evaluator to see if the problem goes away. I remember back in XP there were some issues that I saw where custom load evaluators were not working properly and had to be recreated.

The servers are not busy, DL360's, MPS 4.0 R01, W2K and W2K3 servers.
